In 1976, Congress enacted the Resource Conservation and Recovery Act (RCRA). It provides guidance for the management of solid waste and underground storage tanks that contain fuel or hazardous chemicals. RCRA's primary goals are to:
Protect human health and the environment from the potential hazards of waste disposal
To conserve energy and natural resources
To reduce the amount of waste generated
To ensure that wastes are managed in an environmentally sound manner
Acceptance or treatment of solid waste depends upon its hazardous categorization. A waste may be considered hazardous if it is ignitable, corrosive, reactive, or contains a certain level of toxicity. There is also a list of over 500 EPA-defined and regulated hazardous wastes.
